I don't know the "correct" answer but I normally wait at least a couple of hours to give everything time to mix well but most often I try to test on days I don't do water changes like the day before and/or day after.

I prefer to perform a routine test just before a water change. My opinon this is the "Worst Case" time for water quality. I am then performing any corrections on this basis. Of course if you are then needing to make any water parameter adjustments you would then want to test after your correction has had ample time to mix into your system.
