can you only buy RO/DI water from LFS?

Depends on the LFS, I'm sure he would sell you tap water if you wanted it.
Most will setup an RO/DI unit and only use that because it is much to their benifit and to protect their investment.
Are you looking for some other type of water?

My local Meijer sells it for .29 cents per gallon refill, I use those 5 gallon bottles.
