Is there a way I can find watt per gallon or will my way work "this is for a 30gal:
130/30= 4.3333

The only way to find watt/gallon is to take your total watts, and divide by your total gallons.
If we're talking about lighting, then this isn't a very accurate way of measuring how much light you want for a tank. 4wpg of T5ho is way better than 6wpg of PC.

I did look at T-5's Nova Extreme HO Light Fixture - 4 x 39W & 3 Lunar at a total of 156watt.
If a one could tell me what might be the best total watt per gallon that would help me a lot
The corals I want to keep are: Polyps, Pulsing Xenia's, and some mushrooms this list is just here to help see what kind of lighting I need. Budget wont allow MH's.

The Nova would be fine for that size tank with what you want to keep, but I'd ditch the stock Current lamps for either ATI, Geisemann, or UVL.
