Weird Nitrogen Cycle

I just recently moved and converted my 55G saltwater tank over to Reef Tank. I did this the week before last. I added 30 pounds of cured live rock to my aquarium. Then things started going south. My Nitrate levels sky rocketed. They went over 100. Needless to say my damsels died. At this time the Nitrate levels are within expectable range, but Nitrite levels are crazy. They are averaging around 60. I am doing multiple water changes during the day trying to save the damsels and Tang. During all of this my Ammonia levels have stayed constant and low. It is almost like the Nitrogen cycle is backwards which doesn’t make since to me. I have also removed my substrate, trying to make sure there wasn’t anything in there, and added another 25-30 pounds of cured live rock. I also just purchased a Protein Skimmer and should have it running tomorrow. I am at a loss at the moment. I don’t understand how I can have high Nitrite levels with out Ammonia in the tank. I have set up multiple tanks during my life and never ran into this problem before. Even the local aquarium shops do not understand. If anyone has any suggestions I would appreciate it.

I'm not anywhere near a Shark on this site but as soon as you added the live rock your tank started its cycle over again, then you started to the do water changes in the middle of the cycling process and added even more LR. In addition to that you removed your already established substrate bed. I am sorry about your fish situation but let the process finish. Go with some Live Sand for your substrate.
Turn off the skimmer and let the tank cycle. Maybe your LPS will let you take your fish there while your tank stablizes.
