Personally, I would remove the bio balls. They tend to be hard to clean. At a minimum I would add some LR rubble. If you have enough room left over and wish to add a light then yes you could also add the chaeto. Which would then give you a sump/fuge design pretty much.
If finances are tight then would also be perfectly ok to use the bio balls for a while. Just really depends on how easy they are to get to because they do need to be cleaned once in a while.
