Can't really tell what it is so I won't comment on whether you should remove or not.
But, if you decide to remove then here is what I would do.
Can you take the rock out of the tank?
If so, next time you do a water change keep some old water in 2 buckets.
Put rock in first bucket then remove algea in question.
Place rock in second bucket and swish well then place rock back in the tank.
I have done this a few times with rock with hydroids and it seems to work well.
If not, then use a tank vacumm (or just a hose) to syphon water out of the immediate area while you are removing the growth.
