I just noticed these little white tubes all over the bottom of one of the live rocks. Are they good or bad and if bad how do you get rid of them?

yep and they will reproduce if conditions are right for them.
if you look really close you will probably see a plume coming out similiar to a feather duster but wont get near as big.
