What could this be?

I have a section of my sump made into a refugium. There is a piece of plexiglass over this section of the sump and there are 2 flourescent lights on top of that. Because of that reason, I dont see the top of the refugium. Anyway, I had the top off the refugium today and noticed that the top layer of macroalgae is covered with with this red slimy looking stuff. Any idea what this is and what I should do about it? Thanks.

probably cyano bacteria. a pic wold be best though
here are a few causes:
heavy waste load
not enough water changes
old bulbs
tank in a window,
ect
i think the solutions are pretty obvious. they do make chemicals to treat it, but unless you locate the source it will jsut come back.
