What do I need for a horse tank?

Hello all!
I have had my tank up and running for quite a while now, and its empty other than a turbo snail, and a few (3-4) hermits. no corals, no fish, no shrimp, nothing. I have been debating what to do with it after it cycled, and frankly I have been stuck in this limbo for a long time. Do I make it into a reef tank? a horse tank? an angler tank? a mantis tank? Should I just stuff it full of softies and keep like a pair of percs? I have been deciding while the tank was cycling. now its been 3 months, its still empty, but Ive finally decided to make it a horse tank.
So, what do I need to make it a horse tank? I dont trust my lfs, they are nuts over there, all they care about is making money and they will tell me to buy everything and just throw it all together. "4 flame angels? sure! just put em all together, they will school and it will be great!"
I know that horses need lots of places to hitch on to, and ive seen pictures of peoples tanks that have a super huge eyeball contact lense at the bottom of the tank, whats that all about? do I need to get a specific plant for them to hitch onto?
Can horses live with 3-4 hermits? if not, what kind of clean up crew do you recommend? Any and all info appreciated!
Dont worry, I am very patient. and have nooooo problems waiting and taking my time to get this process going.
