Uncured live rock has a lot of die off on it, whereas cured does not. You can usually tell if a rock is cured or uncured if it smells badly. If it does smell, it is uncured.
To start up a new tank, you need uncured rock to start the nitrogen cycle. If it is an already established tank, you would buy cured rock so that you do not start a cycle of unwanted bacteria.

Keep in mind that "pre cured" rock bought online will need to be recured before putting into a tank. Any rock that is in transit for more than several hours should be recured. It is shipped out of water, and thus has die off of critters.
