What is growing in my tank?

I am fairly new at this. I have a 72 gal tank. Currently I have 50# of live rock. A prizim protien skimmer and another filter. I have 2 clown fish, 1 bubble tip anemone, and 1 carpet anemone, and a cleaner shrimp. I have only used RO water, and live sand.
These are my lighting details:
# Lunar Aqualight Deluxe Series - Double Linear Strip Two 65 watt 10,000K and two 65 watt True Actinic 03 Blue straight pin base compact fluorescent lamps
# Four 3/4 watt Lunar Blue-Moon-Glow LED lamps
Maybe this will help with my tank problems.
I am having a rusty/ dirt looking stuff on my glass, sand, and rocks. What is it and how do I treat it?
My pH has been jumping up too. What is the best way to maintain an adequate ph level? So far I have done 2 water changes an dadded a chemical that is to keep your ph level at 8.3
I have worked so hard at this tank, and want so bad for it to be wonderful. Any advise would be helpful. Would you recommend anything else to add to my tank? I know I need more rocks, but anything else?

sounds like diatom bloom. How long has it been set up?

That is perfectly normal for a new tank, it will pass in a couple of weeks if all is good with your water.

What should I be most concerned with in my water testing? Will it go away? Will my tank look the way it used to, as far as coloring?
