The statue was in fact a gift from france. But sometime in the late 80's early 90's it needed redone. A sort of make over. Basically repairs and such of a huge nature. This was is what he is talking about. Obviously his speech writers (or himself) are blending to separate times in history to make his own agenda....AGAIN!
