What is my maroon clown doing?

It has changed it's behaviour lately. For a few days now when the lights are on it comes to the front of the tank and wiggles back and forth going up and down while rubbing it's lips on the glass. It's lips are turning white from all the rubbing. You would think an animal would find this a discomfort and quit doing it. Even though it is the only clown in my tank for 3 years now do they still go through some kind of reproductive cycle? The reason I ask is it didn't eat well for a while and it's fins were splitting. Then one morning I found white slime on the back glass that looks like cob webs and the fish began eating again and the fins are good again but now is rubbing the glass.

if his lips are turning white its a sign of cotton from what you described as he had before as well i would promptly treat him with melafix for 7 days and do check water quality, this is a fungal infection

The "wiggling" sounds like normal fish territorial behavior. As far as the "white lips", I would monitor a little longer before treating for something that you don't know even know if it's something that needs treating.

Second that, I would suggest you get this confirmed before treating. Search clownfish diseases and treatments.
