what is this stuff?

When I was preparing my water for a WC, I got this white dust all over the bottom and sides of the container (20 gallon rubbermaid tub). I thought it might be something from the heater because this dusty stuff was coming off the coating before, so I scrubbed it off. I don't know if it was my buffer (Kent), the heater, or what? But any way, it is "stuck" on my aquarium glass now! I scrub and scrub, but can't get if off! Thanks for anyone who can enlighten me...

No, I don't use either, Just a ph buffer (Kent). I wonder if that could be it. I never had the problem when I used Sea-chem. Anyway, any idea how to get it off? I've scrubbed until my arm is falling off!
