What is this? What should I do?

I am getting this redish brown film on my live sand. It gets what looks like small air bubbles on it. The LFS said it was probably some kind of bacteria (I forgot the name). He sold me some Maracyn Plus antibacteria treatment which is actually a fish treatment, but he said it would clear up the redish bacteria. It has not done so yet. Any thoughts as to what it is and what I should do about it? I will try to attach a picture. My first attempt, I hope it works
Thanks

I also agree that it is cyanobacteria.
There are encrusting sponges but they would not have bubbles when the lights are on nor would they be likely to be growing on the sand bed.
