What is this

Can anyone tell me what this might be. It looks like some kind of brown algie with bubbles to me.
The tank has been set up for about 3 months now. I checked all the water levels(amona,Nitrate,nitrite,PH) and they all tested good.
Does diatoms have bubbles in them. Why would I be getting Diatoms after the tank has already cycled.

It looks like Cyano to me. I've been fighting that for a few months now. Yes, I'm using RO/DI water. I've read numerous times that it is a water flow and excess nutrients issue. It is reduced where the water flow is good but I still have deadspots where it grows. Frequent cleaning & water changes keeps it in check until I can resolve the waterflow issue.

(1) Siphon it out or use a turkey baster to get it out.
(2) Do another water change.
(3) Decrease the amount of time your lights are on signigicantly or even just turn them off
for several days.
(4) Add more power heads for more circulation.

I don't know haw I could get more circulation. I currently have 925GPH return from the sump and 2 powerheads one is 160 gph and one is 270 gph. I will cut the light down some and see if that helps. What else can I try?
