What is this?

I have a gorgeous powder blue that has recently got something that resembles a mosquito bite on his head. 3 days ago I noticed a single small white spot on his head. The next day it was gone and I figured everything is okay (maybe one of my cleaners got it).
For the past few days he has had a "raised" area where the white spot was. There are no visible spots or discolouration, but the skin in this area appears to be raised and puffy in appearance (it looks exactly like a mosquito bite on a human).
Is this some sort of bacterial infection?
My water is pristine with no abnormalities and his appetite does not seem to be affected.

No, not a bacterial infection. You probably had some parasites which have now caused this swelling from bites.
You didn't mention what type of tank you have and whether you have a separate hospital tank available to you. I would suggest that you keep a close eye on this and, in the meantime, feed your fish garlic soaked food. If you can get Zoe or Zoecon, also add this to the food regime. As I said, keep an eye on this and, if you don't have a hospital tank for treatment, now may be a good time to get one.
