what kind of filter is good?

depends on what you are looking for, IMO, lr/ls/and a skimmer is the best combo you can have for most aplications, but if yuou are talking about a really aggressive set up(like sharks), then i would use something more aggressive, since thay are messy , like a wet dry and a gooooood skimmer (or, maybe even a better skimmer yet)
so, what are you looking at?? reef, fish only, fish only with live rock and so on

i was thinking of getting a reef with fish and inverts and fish

then, i would almost definitely reccomend the use of
deep sand bed, live rock and a skimmer, if you plan on aggressive and messy fish(ie. lionfish, or something), then a good over rated skimmer too
the sand and live rock work to gethether with good circulation for a good bio filter(mother nature breaks teh garbage down, instead of actually removing it, and is very effective), combined with an adequate skimmer for your bio load, these things work great together(best IMO), the only thing is some fish can be hard on lr and corals(which you should choose around anyway, having a reef) and some other fish have a problem with lr cutting them(only a very few, like stingrays) there again, these are fish you need to choose around your set up, or set up the aquarium to accommodate them
