What kind of lighting would I need?

My dad is thinking about getting some coral for his tank. It's a standard 55g that has been set up for 6 years or so as a FOWLR. He wants soft coral and maybe some LPS. Would a 4x65w (260w total) PC light be sufficient for softies and LPS if they are half way up or higher? What wattage should I be looking for? Would a 4x54w (216w total) T5-HO be better than the PC?

If the T5 had individual reflectors then yes that would be a better choice.
