I would go with no less than 29 gal if that is all you want.
FAR more important than the size of the tank is the amount of light in the tank. You will want it least 5 watts per gallon to house an anemone. VHO or Metal Halide (MH) is needed for this. Not an inexpensive option. Read up more and learn before getting a creature that you cannot provide a good home for.
