You could do some type of goby with a pistol shrimp. As far as cheap and fairly hardy fish I like the royal gramma, blackcap basslet and the purple pseudochromis. All very brightly colored fish that don't hurt the pockets.

I would recomend aginst this, just on the mear fact that in my 24g I had a pistol paired with a randlli goby, and it keep to much sediment stired in there! It would be way cloudy in a 14g.

That all depends on the substrate you use.
