What's the bare minimum light for coral?

Hey, my friend (no, it really isn't me) is trying to set up a 29 gallon tank. He's doing it on a limited budget (yes I know "he's in the wrong hobby") :p My question is, can he get away with any corals with 3 watts/gallon if he puts them high up in the water column? Shrooms, Xenia, Leathers??? He's thinking dwarf lion and whatever corals would stay alive. Any input greatly appreciated! Thanks guys, you're the best.

he should be able to keep mushrooms and polyps but at 18 inches high i would put them around the middle of the tank i dont think your friend would have any luck with leathers and the dwarf lion i wouldnt put in a 29 imo the tanks to small

Yeah, I told him the lion could be kinda cramped, but he really wants a lion (it's the only reason he is willing to make the switch to SW from FW). So I figure a small dwarf lion in his 29, then by the time the lion gets bigger, he will be excited about SW and want to get a larger SW tank anyway.
Ok, so no leathers.
Any other thoughts from anyone out there?
