Whats wrong with my Dog face

i just got home and it seems that my tank has ick, i think it is because they didnt eat all of their food and the left over rotted in the tank and caused the ick. But also i look and my Dog Face Puffer and it seemed that he was missing his right fin. i looked closer and it looks like his fin is sucked in his gill. :notsure: i never heard of this and dont know what the problem is. has anyone ever seen or heard of this? should i try and take it out myself? Thanks in advance.

Has he puffed? Please post up your water readings, and tell us what other fish you have, and general info about your tank, size, live rock, etc.

I have seen a few times where puffers get their fins stuck in their gills.
As Beth asked, please list all of the specifics about your tank.
