where does the starter go?

i have a lighting system which has 1 175mh 10k and 2 36" 30 watt blue actinics...the blues havent been turning on....it's like they want too, i know the bulbs are still good, they're only about 2.5 mos. old....it seems like they just don't have enough juice to turn on....everyone has told me to try new "starters" i went to my lfs and bought 2 of them....i unassembled the fixture and cant find where to change out the starters....any ideas? if you want, i can take/post pics of the set up if it will help....

The starters are found on Normal Output Flourescent bulbs. The starters are usually white cylinders usually about half the size of a 35mm film canister. Sometimes they have a small hole in the top of them and you can see a spark when the unit is being turned on. If you ever take the starters out you will notice that they have 2 metal pieces sticking out from the end that was placed in the light fixture. I would check that they are still connected and then check all of the other connections before doing anything other than buying new starters (because they are so cheap).
