What can this be, also my local fish store suggested to me to bring the salt level to 1.16, is this right?

Hyposalinity is a treatment to bring the salinity down to a level that fish can survive but parasites (especially ich) can't. You can read about it (with specifics) on the sticky FAQ's on the top of this forum.
