White Cloudy tank

Hello,
I have a question - I've never had a problem with this, and it is only on one of my tanks.
I have a perpetual hazy white cloud in a 225 gallon tank. What could be the cause of a white cloud and what could I do to fix it?
Ammonia: 0
Nitrite: 0
Nitrate: 10ppm
Using RO water
2 x Mag 12's
2x hydor koralia 4's for internal flow.
no fuge, barely working protein skimmer...

I have had a similar problem in the past. I got to looking at how the water was moving where the cloudy water was at and I noticed that none of the cloudy stuff would ever get to the overflow so it could get down to the sump. (It just went around and around in circles) To resolve the issue I had to try several different flow positions with the powerheads.
Thats the only thing I can think of.

what is your calcium at you list the others but if your calcium is super high it could be preciping back into solids.
also do you have any other test kits and have you had the tests double checked.
alot of the time white cloud= is ammonia so I would have that double checked just to make sure its alright.
also is it possible that one of the pumps is pushing into the sand causeing debris to come up and cause the cloud?

The tank is a fish only tank and has never been dosed with any calcium suppliments.
The powerheads are pointing up towards the surface for maximum O2 exchange.
I am thinking of a possible bacterial cloud? Would a UV sterilizer help?
I've never ever had this problem before... HELP PLEASE!
