I noticed yesterday, a white cotton film starting on my new kote tang. This morning I noticed it on my b&w heniochus. What is it? It isn't ick. How should I treat it?

Is it somewhat string, or like a film coating the fish body?
If so, sounds like a bacterial infection, or perhaps brooklynella. Need more info.
Introduce any new fish lately? What are your water readings? Do you have a hospital tank?
