White film over eyese

This appeared on a porcupine puffer that I have in my main tank within the past six hours. He has a white film over both of his eyes and does not appear to be able to see out of his right eye. He is not scratching, but he 'bumps' into things when he tries to move. The tank has been up for ~8 months and the last fish added was about a month ago. I currently have a Niger Trigger (~1.5"), Porc Puffer (this guy ~3") and a Streamer Naso (~6") in a 90 bowfront. There is about 80lbs of sand and ~60 -75 lbs LR. There do not appear to be any white spots or anything else that would point directly to Ich, but it could be early stages. I am trying to get him to turn around so I can get a better shot of his right eye, but he likes to look at us. Anyway, help is appreciated.

OK, I am assuming it is not a 'normal' thing because it just started. None of the other two fish show any signs - yet. A moderate water change was just completed about four days ago and I generally do them about once a week (~20-30 gallons). How long will the puffer survive something like this? And what is the liklihood of the other fish getting it as well (later)?

Here is what I did after reading a bunch of conflicting ideas on this site. I did a freshwater dip of the puffer, however, I only kept him in there for about 1 minute. He wasn't looking very good at that point and I didn't want to stress him out too much. When I put him in my QT, I noticed the worms starting to come out of his eyes (as expected), but they were only about half way out (one of them came completely out in the FW dip, so I am comparing to that). I began treatment with Maracyn II yesterday afternoon and by this morning he was dead. There are signs of my other fish (Naso tang and Niger Trigger) getting a glaze over their eyes as well and they are beginning to scratch at their eyes. Should I do a FW dip of these guys as well and put them both in the QT to treat both with Maracyn, or is this a bad idea for some reason. Also, should I keep the fish in the FW for a longer period of time (it appeared with the puffer I had removed him too early)? Thanks for the help.
