white spots on powder blue ich?

I believe i have ich.I have my powder blue i qt for three weeks plus the three weeks he was alone at the store ibought it from. white specks on his face and around mouth. I've been feed him garlic soaked food in his diet. None of my other fish
show any sign of it on there body. Is this ich?
If so whats best thing to use.

I checked on the tang 15 min later and the spots were gone all but couple around the eyes? please help.
