Why cant I email/PM

ok can someone please explain howcome I can not email others or PM them when I go in there profile and click on it.. it says I dont have the ability too.. is there a reason why

I know the PM function has been turned off by admin. I think the e-mail function has been turned off also but not real sure about that.

Actually I don't think it was ever turned on, least wise I've never seen it function. :notsure:
