Why is Puffer Fish Laying in sand bed?

I just got my porcupine puffer yesterday and i wake up and see him layin the sand bed for about 2 hours now.
any ideas?

puffers lay on sand beds when they arent swimming around the tank. i dont think anything is wrong.

Has he eaten yet? Is his breathing normal?

does he have a pillow and a blanket?
I would try feeding and see if he comes up to eat.
