Why wont my MH buibls light?????

So Here is the story.
About 8 months ago, we boght a 60 gallon reef that came with evrything and 3 fish. It also came with a lamb that is susspended from the seiling. It had 2 metal halid builbs, 2 florasences, and 6 moonlights. It was a noce lamp. We tried to get it working but nothing happend. We thoght it was the ballest because the person said one of the ballasts needs to be replaced. So we buy 2 250watt IceCap eltronic ballasts and hook em' up the the lamp and we got light!!!! But not for long. The fuse broke and the MH Builb went out. We then got a new fuse and it was on for 15 secconds and then the fuse broke.
Then we thoght it was the builbs. Boght new builbs........nothing. Then we for shure it was the lamp. So we boght 250W HQI (Double Ended) MH Reflector/pendant. It had been 4 moths the builbs have been stored. We hooked up the old builb that the lamp came with......we got pulses evry 5 minuts but that was it. So them we hooked up the new builbs and it stayed on but very dim. we left it for 10 minuts and it stopped. The only thing I can think of is the white stuff on the ends of the builb showed on the image below.

sounds like a short in the pendant housing .Unplug the ballast from the housing and open up the housing ,see if you have any exposed wiring touching metal or another wire.Look for melted or burn area on the wiring.Check the wires at the bulb posts as well.

how big of a fuse? I blow my 25 amp breaker sometimes if I try to run 2x250 and my tv is on at the same time
