Will this Refugium Set up work? Any comments?

I see no reason why it would not work.
Nice concept, like the 2 pumps, control of flow to refugium with valves, and overall design.
Question:
Have you built it yet ?
If so great, if not, one thing you may want to consider. As you make the dividers for the refugium itself, maybe using a dark plastic instead of clear. If you're going to be lighting the refugium ( of course you will be, sorry ) you may not want the entire 30 gallon tank exposed to light, or you may get some unwated algae growth on your pumps and other components on each end of the tank.
Just an idea .....

looks good...give a try and see what happens...
follow advise on the lighting above.. it may be jus what ya need...
