ok i have a 12gal nano with not enough lighting to support an anemone, so i was wondering if i could put an extra lamp on the side of the tank to make it look like really strong rays of sun shine. will it work?

It would work if it is a halide but you will run into temperature issues real quick. Anemones require certain spectrums of light to live, it does not matter if it looks like sun rays. On a side note anemones can get big fast, and can overtake a 12 gallon. Just something to consider.

12 gallons is way too small to put an anemone in, lighting aside.
