worried about wrasse

My cleaner wrasse seems to be swimming to the very top of the tank, almost the surface and rolling around in the current from the powerhead. He seems to always be around the top of the tank, sometimes sticking his nose to the surface... Could he just prefer this and like the current, or could something be wrong with him? He comes down every once in a while to clean my tang whos constantly trying to get his attention...
He sleeps on the bottom, but before the last two days, he had swam all through the aquarium.
I got him just on Sunday.

cleaner wrasses are hard to keep. How long has your tank been set up and what size tank do you have aslo what type of filtration do you have?
