It wouldn't really be a plenum. In a plenum the water doesn'y mix.
What are you trying to accomplish? The plenum is concieved to aid in the denitrafication process, your design would work like a reverse UGF and be great for nitrification (ammonia to nitrate) - which will simply mean more nitrate in system for liverock to break down.

The purpose of a deep sand bed (or plenum) is allow anaerobic bacteria to live for the nitrogen cycle. They need to be in an area with low to no oxygen. They won't live in the fuge you have shown.
Also, with the water pumping up through the sand, you are going to have a sandstorm in your fuge, and it might end up getting blown into your tank.
