I would test it for copper and other toxins first. It is cheaper than base rock even if thats all it can be used for.

It's a great price if the rock is clean.

There is no way I would put that cyno covered rock in my tank. I would not want to introduce it into my system. It's a great price though.

My thoughts exactly (except the great price part), rock with issues should be cheap.

if his system is in good shape the slime means nothing since it wont live anyhow
simply buy the rock shake the crap out of it in a bucket of tank water. clean it up real good and toss it in your tank.

for me when i get new rock i do the following.
three tubs of clean salt water. any container that holds water and fits your rocks will do.
tub one I scrub the rocks with a soft brush and shake the crap out of them to get out any junk.
tub two i do the same thing but no scrubing.
tub three is just a quick rinse before going into the tank
sometimes i do this with a iodine solution to rid the rock of any nudis

and would it make sense to take my test kit with me to test his water?

I would take your copper test kit. frsh salt water will work or cycled water would work as well if you've just done a water change.

This guys says he has a brittle starfish in there and a plate coral.. This is a good sign of no copper, right?

well if the star fish is alive it is yes. but IMO you should get rid of that anyhow

Guys the rock is good and cheap. The only visible problem is that it has cyano all over it.
Hey just scrubb it off good, and then rinse it off good. When you place it in your tank make sure there is plenty of water movement. Cyano only grows heavy like that when the currents aren'y high enogh. So clean it up and smile at the price, in a year it will be all covered in coraline algae!
