Should this perpetrator be sent to prison? There seems to be a pattern here that show a propensity for robbery.

Sounds to me like this dog is actually hungry. A well fed dog isn't going to bother doing that.

Did you see the story of this cat in one neighborhood that went on nightly raids stealing neighbors clothing and other small items, and bringing them back to his owners home for safe keeping? He seem particularly fond of women's underwear, as that was the biggest part of his "loot". The owners haven't found a way to stop this criminal addiction, unless they take away his cat door and no longer allow him outside. Unfortunately, they also are having a hard time tracking the original owners of the stolen items. Seems most of their women neighbors don't want to admit to owning some of these intimate garments the cat seems to be pilfering from their yards.

Sounds to me like this dog is actually hungry.  A well fed dog isn't going to bother doing that. 
Or run the streets continually doing it.

Yes, Victoria prefers to keep her secrets, well, secret. This could be another case of a pets learned behavior from its owner. Or the cat was trained in the art and the alleged hard to track owners of the under garments is simply a ruse by the owner of this fanatical feline to hang onto said garments. Either way it's pretty creepy.
