You did soak the sheets in garlic, right? Garlic triggers a sensation of being hungery. Helps them munch out.

Nope. No garlic.
The guy at the pet store I go to (they have been open for 30 years just to let you know it just isn't some fly by night) said that the reason that it is soaked in garlic is to help the fish fight of bacteria/pests. (ie: like humans and mosquitos) I will try that tonight and see if it does anything though cause I will do what ever it takes to save my baby.

Yep, I'd probably try tempting him with some extra nummy things. Adding garlic is supposed to help. Also, only in my experience, if a fish isn't eating the first thing they'll refuse to eat is pellets or flakes so try some frozen along with the algae sheet. If it gets too bad maybe even try some brine shrimp soaked first in vitamins and garlic. Brine shrimp on it's own isn't nutritious but almost all fish consider it a real treat, it'd get SOMETHING into his belly, and soaking in vitamins and garlic should help offset the lack of nutritional value to some degree.
The jury is really still out on garlic since it hasn't been PROVED to do much of anything one way or the other. But you'll see a load of people that swear by it and say they've had excellent results using it. IMO, not stating this as provable fact, mind you, garlic won't actually CURE a darn thing BUT it doesn't hurt anything and does SEEM to tempt them more into eating and help the fish's own natural immune systems to fight off any problems. So if it doesn't hurt and MAY help I say give it a try.

Try frozen mysis shrimp - my Kole eats these with great enthusiasm. Could also try Pro-V frozen food in a clip.
