Yellow Tang with Red Dots

My Yellow tang has seemed to be developing very small red dots behind both eyes. Also I noticed 1 eye seems to be cloudy. It had a cloudy eye a few weeks ago but it cleared up without any treatment. Any help is appreciated.

How long have you had this fish? What kind of tank is the fish in, and post up your water readings.
If you can post a picture, that would be helpful.

Had the fish approx 3 weeks - Ammonia 0 , PH 8.3 , Nitrate 0, Nitrite 0, Salinity 1.023- 29 gal. bow front . He is the only fish in the tank. 15 lbs LR
