According to your 29 gallon set up and I do not think that use up so much energy. PC could be the one of the most energy guzzler of your set up. I would estimate that the electric for that 29 gallon set up of yours in around 25 cents - or + a day (base on an 6 cent per KHW). But I am not Californian or reside in California and I cant be more of accurate to give you good estimate. When you give us some KHW cost information and someone may help you. It ranges 4 to 12 cents or more per KHW and it varies by locals.
If you do not know a thing about electric, Go talk to your local electric company (where you pay your bill) ask them question and you have to be specific of what set up (watts, amp, and etc), hours usage (ie: light use 10 hrs, filter runs 24 hrs, Heater off and on so average that as 12 hrs, and etc....) They may be able to help you by giving you a good estimate.
I do not think that your 29 gallon takes a big bite of your electric bill. It could be within $5.00 a month (- or+) with the set up as you stated. To run a 180 gallon with three 250 watters MH's,two tubes, few pumps, heaters, and more... would cost around $25-35 a month here. So I would assume that it could double in California?
Hope this help to answer your  marks.....

You need to take each devide and multiply it's watts used by the # of hours used in a day. (ie, if lights are 65watts and used 10hrs a day = 650 WattHr; If your Fan uses 10 Watts and is on 24hrs a day - 240WattHr)
Next add these WattHr of each devide for a total Watt hr
since your electric Co. charges by the KWH (kilo-Watt Hour) - Divide this sum by 1000.
Multiply that by the KWH charge on your electric bill (ie, 6cents per KWH)
THIS is your "daily" cost of operation

[hr]
Here in Virginia Beach - the annual average cost per KWH is 3.81 cents.
