Pre heat or not

im starting a new tank, do I mix the salt with ro/di water, put in tank then heat it up? Or I have to pre heat the mixed water? I know that I have to pre heat when I change the water, do I have to if no fish in tank but a empty glass tank?

Don't heat the water before you add salt. Heat once the salinity is correct.

Can I put the right water in to the tank then heat it up? Cause I'm using a plastic bin and I don't want to melt the plastic or burn something

You are fine heating it in the bin. It won't melt.
