closed loop in sump
You could always put a valve on the output of the pump to throttle the amount of water that returns to the tank. Closed loops are closed systems that are not tied to sumps or overflows. You mention that in your post but it does not sound like you have one.- tperk9784

Best Filter media
Bioballs and other similar filter media only perform the Ammonia --> Nitrite --> Nitrate filtration. Bacteria that eat Nitrate are Anaerobic, and are usually only found in Live rock DSB's or De-nitrators. In a FOWLR tank Nitrate are much less of a concern than a reef tank.
