    I'm not an anemone expert, but I'm not sure you have enough lighting for it. This is also a pretty big anemone for a 24 gallon tank. It is almost 6" across and I've seen is almost 12 " tall when it extends it's foot and tentacles to catch some strong currents off of my return pump.
