10x water turnover, right???

I have a 75g FOWLR tank that I'm setting up a 10g sump for. My filters are: Emperor 400 & Emperor 280. My skimmer is: SeaClone 100. And also a Penguin 1140 powerhead. I have 80 pounds of LS and 30 pounds of LR.
Here's my question:
You're supposed to turn the tank over about 10 times per hour, correct??? Ok, so the Emperors have a combined rate of 680 (400+280) with another 300gph coming from the powerhead, and some more from the skimmer. That's enough FILTRATION turnover, isn't it????
Now, if I move the Emperors and skimmer down to the 10g sump, how do you calculate the turnover rate for the main tank??? I ordered a ViaAqua VA2600 for my return pump. It's rated at 740 gph max, but at a 5 foot lift, it'll be closer to 300 gph. Does that mean I'm only turning my MAIN tank over 4 times per hour (300 gph / 75g = 4)????? Do I need a bigger return pump for this????
My 10g sump tank is turning over a LOT, but if it's only pumping 300 gph back into the main tank, then that's WAY too low.
Hope that all makes sense. Sorry for any confusion.
THANKS!:scared:

as the return pumps and all that I dont know but I have 25x turnover in my tank.
4 powerheads 2 that are 280 and 2 that are 106 "there on the back of the tank" that is 772 Then a skimmer that is 280 gallons per hour then a filter that is 330. It all comes to 1382gph that is 25.127X that is on a 55 my QT has my old filter it makes 33X turnover.
