13k will be closer to blue. I run 14k and its a perfect color. Id say the 13k will be slightly less blue. Probably not even enough to notice.

No prob. IMO a 13k or 14k bulb does not need actinic supplements. I think its a perfect light spectrum.

Looks like you'll have plenty of light to keep just about anything. The 250w bulbs are much brighter and should penetrate the depth of the tank good. I've heard pretty good things about the Oceanlight fixtures. Hang the unit high enough from the top of the water to avoid heat issues.

With a chiller you should be fine. Good luck. Post some pics up if you can.

I have 13k aqualine AB you can judge for yourself. Not overtly blue at all. the nicest crisp white you ever did see lol. No yellow. I suppose you could see blue if you put your mind to it but nothing like hamilton 14k or reeflux bulbs. every brand of 14k looks different and so on so you have to be brand specific when you ask about color. reflux 12k is bluer than aqualine 13k and hamiltons 14k look like 20k from other companies.
edit:
these ARE the same brand and color temp of bulbs that come with lights your looking at.
