Whats the best/good pump to use to make a 15g a sump for a 38g? thanks in advance.
15g sump, 38g tank.

Depends on the type and size of overflow that you will be using. A common size is an overflow that is rated for 600gph so you will need a pump that is rated after headloss for at least 70% of the overflows rating. A good choice would be a quietone 3000, if you have 5ft of head pressure a quietone 3000 will give you 500gph after headloss.
