There are also some neat non-photosynthetic inverts he could keep. These include sea squirts, sun corals, tube anemones, some gorgonians, feather dusters(any kind of tubeworm really...he could also do coco worms, or x-mas tree worms), etc. It could make for a very interesting tank!! The only objective, is constantly dripping phytoplankton into the tank, which would probably make him need to do 30% bi-weekly water changes.

For the money you'll spend buying a few corals you can keep you would be well on your way to better lighting (PC, VHO) and a much wider selection of critters.

I have a 25 gal tank with "one" 20 watt Power-Glo 18,000K bulb in there. I have assorted mushrooms that do very well in my tank. I recently added what I thought was xenia but it has another name and I will post that when I get the right name.
I have kept feather dusters in the past. I buy single mushrooms as they are so dear in price here. My green hairy ones have completely coverd my rock in 1 year with just a single mushroom. I do not add anything to my tank. Leared my lesson the hard way there. But others do fine with adding stuff to their tanks.
If you ever want to get say anemones and more different corals I would strongly suggest that you upgrade your lighting now so you won't have to do that later on. If you are okay with mushrooms and polyps then you can give it a try with what you have. Get some mushrooms and see what happens.
Here is my rock of hairy mushrooms.
