Some people have been ticketed. There was a case in Pa, it actually went all the way to the Penn. Supreme Court, where it was overturned because they were ticketed during the day.
Others have been overturned in court of the 1st Amendment, saying that it was free speech to warn of police radar and that the agency got other cars to voluntarily comply with the laws just by being there so there was no reason for them to care if the car was warning others.

The biggest problem is people flash their lights for different reasons. How can the cop prove you didn't just hit the dimmer by mistake.
I remember years ago hearing about a case where a guy was standing on the street with a sign warning there was a speed trap ahead. I don't remember how that turned out.

People also flash their lights as a warning of something in the road ahead.....example...animals, or an accident

It prolly does vary state to state or even between municipalities.
I'll flash if I notice, but generally around here the cops have better things to do. I routinely get passed by cops on the freeway when I'm doing 80. On city streets, it's either too congested to speed, or everyone's speeding - i.e. I'm moving w/ the flow of traffic. At that point pulling just one person over becomes selective law enforcement (though there are ways around that too. CA has more vehicle codes than there are parts in a car, giving the law another reason to pull you over, at which point he can add speeding to the violation.)

We seem to have plenty of gun laws, too.

There are laws on top of laws addressing the exact same issue. Ca is the perfect model of how to screw up a government.

+1 if I see lights flashing...I slow down and look for trouble, sometmes I see why they flash and sometimes not...
 
Here's a scenario....
You see a cop and flash your lights at other people going towards him.
A drunk driver sees your flashing and slows down and pays attention to not swirve and makes it past the cop.
Drunk driver goes down the road several miles and hits and kills and innocent person.
Maybe if you had not flashed at them they would have sped or swirved and the cop pulls them over, maybe not.
I just never understand why anyone would want to protect someone from a speeding ticket or DUI and you don't even know them.
I watched someone speed through my subdivision about 45 in a 25 and hit my cat that had gotten out. Why would I try to protect people so they can speed?

It's not really fair to justify a maybe, with a maybe. An example would be what if maybe a DUi driver happens to see cops speed checking ahead, flips out and crashes and kills innocent people? He maybe very well could have made it to his destination without killing anyone, if it wasn't for the cops.
As Tangman pointed out, the speed traps are use to meet quotas and quickly bring in some cash. They are purposely setup either in the middle of no where, or areas where the speed limits drop for no reason (coming into a town, but the limit changes well before where the town starts). The intent to alert fellow motorists of speed traps is pure.I wouldn't warning people of a speed trap through a neighbor. But I am definitely going to alert people of a cop trying to snag people in a construction zone, that's been under construction for over two years, zero work as been done, but the speed limit is artificially lowered.
 
I'm kinda on both sides of the fence on this to be honest. I have gotten tickets that were horrible but I don't see the point in protecting others I don't know to be honest. (maybe i'm selfish like that but I don't care)
 
And this is not about whether speed traps are revunue generaters or the speed limits are to low, that is another topic. This is strictly my humble opinion about flashing.

Well for me at least, it is due to the low limits. If I thought the limits were high enough and people where actually were going too fast, I certainly wouldn't alert other people. But one going 60mph on a former 55mph road that has some barrels off the side so it's droped to 45mph, isn't excess. The other reason, is that guy who saved my bacon. If he didn't alert me, I definitely would have been nailed, so I'll pay it forward.
 
When I lived in St. Louis I felt the speed limits were to low, but since moving to Dallas(horrible decision BTW) I feel they are where they should be.

Out of curiosity, those of you that say you would flash, do you see cops everyday on your travels...2 maybe three times in a drive of 10-15 minutes?
How many lanes do your common traveled roads have?
