If you want to use a 20gallon, and can make it work, then go for it. You sump can be as large as you want. In fact the bigger the better. A large sump means more water volume, and more water volume is always better for the tank. Think about it, if a regular size fish dies in 29 gallons of water, and the same size fish dies in 75 gallons, and the same size fish dies in 180 gallons of water, which tank is going to be effected the most. That is why the more water you have with your system the better.
On guy in our local hobby club, actually has and 75 gallon tank, and has a 250
gallon sump in his basement for this 75 gallon. So you look at the tank and you think, it is only a 75gallon, but in reality his system is 325 gallons.
